For babies born abroad, parents often worry about registering their child’s household registration after returning to China. No matter which province or city you are in, you must provide the baby’s medical birth certificate for registration. Besides the original birth certificate, most provinces and cities require a Chinese translation.
I. Required materials for registration
1. Passports and travel documents: All original passports (new and old) for the newborn and parents, as well as proof of residence abroad.
2. Proof of identity: Both parents’ ID cards and household registration books.
3. Marriage certificate and birth certificate: Parents’ marriage certificate and the child’s foreign birth medical certificate (must be certified by the Chinese embassy abroad).
4. Legal guardianship: The household registration application must be submitted by the child’s legal guardian.
5. Translation of foreign documents: All foreign-language documents must be translated by a certified translation company. The Public Security Bureau does not accept documents in foreign languages.
6. Where to apply: Submit all materials at Window No. 1 of the Passport Section at the Exit-Entry Administration Bureau of the Public Security Bureau.
II. Birth certificate translation requirements
1. Business license: The translation company’s business license must include translation services.
2. Bilingual translation seal: The company must have a special bilingual translation seal with a qualification code approved by the public security department. The company’s Chinese name must include the word “Translation,” and its English name must also include “Translation.”
3. Translator’s qualification: A copy of the translator’s qualification certificate with the company’s official seal is required.
III. Birth certificate translation costs
1. Base price: Starts at 120 RMB per page (includes translation, formatting, stamping, and qualification documents).
2. Language type: English translations are the cheapest. For less common languages, the cost increases by 30%-50%.
3. Rush service: An extra 200 RMB is charged for a 3-hour rush service.
4. Special requests: Costs may increase for embassy certification, international express delivery, etc.
